How to Get Humphreys County Court Records
Match the office to the case first. The Humphreys County Circuit Clerk holds Circuit Court records. That covers felonies, major civil matters, and appeals. Domestic, probate, guardianship, equity, land, and confidential youth-court files belong to the Humphreys County Chancery Clerk. The Humphreys County Justice Court Clerk keeps records for that court. Those include traffic, misdemeanor, small-civil, and payment records. Each clerk is a separate door into the county's court docket. For remote work, PAMEC offers subscriber-only access to docket sheets, notices, and nonrestricted documents. That applies to participating Circuit and Chancery courts. In person, the clerk office provides free electronic viewing during regular hours. Copies and certification are billed as their own services.
- Write down the Humphreys County court name, case number, parties, document name, and approximate date.
- Choose the Humphreys County custodian: Circuit, Chancery, Justice Court, or the issuing municipal court for a city matter.
- Use PAMEC for an authorized Humphreys County MEC search, or contact the clerk to ask about counter viewing, phone guidance, mail, fax, or email acceptance.
- State whether a Humphreys County plain or certified copy is needed, give a return address and contact method, and ask for the current fee and payment instructions.
- Keep the Humphreys County clerk's response with the copy request, especially if a record is archived, redacted, sealed, or unavailable remotely.
Mail works differently for each clerk. Circuit requests can go to PO Box 696, Belzoni, MS 39038; Chancery requests can go to PO Box 547, Belzoni, MS 39038. The county publishes no online copy-request form, turnaround promise, or payment-method list. Call the clerk before sending any payment.
Humphreys County Court Record Custodians
Humphreys County splits its records among several clerks rather than one countywide counter. Where you start depends on the case. For a felony, major civil case, Circuit judgment, or appeal record, contact the Humphreys County Circuit Clerk. A divorce, custody, estate, guardianship, land, or equity file sits with the Humphreys County Chancery Clerk. Justice Court is its own office. Its citations and payments are handled by the Humphreys County Justice Court Clerk. Keep the court's nCourt page in its place. It only handles citation payment. It is not a full public docket register.
| Custodian | Humphreys County Court Records | Best Starting Detail |
|---|---|---|
| Circuit Clerk | Humphreys County felony, major civil, Circuit orders and judgments, and Circuit appeals. | Case number, court name, document, and date. |
| Chancery Clerk | Humphreys County family, probate, guardianship, equity, land, and restricted youth-court material. | Case number and whether a public redacted copy is sought. |
| Justice Court Clerk | Humphreys County traffic, misdemeanors, limited civil, citation, and payment records. | Citation or case number, ticket date, and issuing court. |
| Municipal clerk or court | Humphreys County city ordinance or city traffic file when the municipality handled the matter. | The issuing city and citation details. |
County and state directories list different names for the Circuit Clerk officeholder. Address mail to "Humphreys County Circuit Clerk," and call ahead to confirm who currently holds the office before you send anything.
Types of Humphreys County Court Records
A court record is more than a docket sheet. The Humphreys County docket is the running index, a chronology of the case. The file behind it can hold a wide range of papers. Pleadings, petitions, complaints, answers, motions, affidavits, notices, summonses, returns, orders, judgments, exhibits, transcripts, appeal papers, probate inventories, and family forms all may appear. What you can actually copy depends on the court. It also depends on the item you ask for and any restrictions on the file.
- Humphreys County docket sheets, notices, and nonrestricted MEC documents for participating Circuit and Chancery cases.
- Humphreys County complaints, petitions, answers, motions, and service documents from the case file.
- Humphreys County signed orders, judgments, dispositions, and appeal papers held by the proper clerk.
- Humphreys County Justice Court citation, payment, misdemeanor, and small-civil records.
- Humphreys County probate, guardianship, domestic, land, and equity records kept by Chancery, subject to access limits.
The official Humphreys County audit index is a separate administrative-record resource.
Humphreys County audit materials are no substitute for a case file, docket sheet, or clerk-certified copy. Note: Match the document to the Humphreys County court that created it before asking any county office for a copy.
Humphreys County Court Record Viewing
Free electronic viewing is a right, not a favor. The Mississippi Electronic Court System Administrative Procedures allow free case viewing. You can use it at the Humphreys County Circuit or Chancery clerk office during regular business hours. Ask whether a public terminal or staff workstation can display the case you need. Then ask what a paper or certified copy would cost. The published rules do not say how many terminals exist. They also leave out how staff assist or what the screen looks like. A request at the counter remains the surest way to sort out an unknown document, an older file, or a copy fee.
Remote access is a different path with its own price tag. PAMEC registration costs $10 annually for attorney and non-attorney accounts alike. The terms state a $0.20 per generated-page charge. That charge applies even when a search returns no match, since that counts as one page. Those are PAMEC access charges, not local clerk-copy prices. Free viewing at a Humphreys County clerk office does not include copying or certification. Mississippi MEC administrative procedures set out the public electronic-viewing rule in full.
Note: Ask the clerk about a public redacted copy. Do not assume a document listed in the index can be released.
What a Humphreys County Court Record Contains
You cannot see a Humphreys County MEC case's exact display order without an authorized login. Even so, a court record normally ties identifying information to two things. One is the filed documents. The other is the court's action. When a ruling or a current hearing date matters, check the docket's chronological entries. Check them against the actual signed order. A docket label can point to a document without that document being public. The entry is a pointer, not the paper itself.
| Case Number | The Humphreys County court's identifier, used to locate the correct court file. |
|---|---|
| Pleadings | Humphreys County filed complaints, petitions, answers, motions, affidavits, and related papers. |
| Docket Sheet | Humphreys County chronological entries showing filings, notices, settings, orders, and other events. |
| Orders and Judgments | Humphreys County signed rulings, judgments, dispositions, or directions from the court. |
| Exhibits and Transcripts | Humphreys County materials that may have a separate access path or a restriction. |
Personal identifiers may be redacted from what you receive. A youth, sealed, or otherwise restricted file can carry a far narrower public record than an ordinary civil or criminal case.
Humphreys County Court Record Gaps
A Humphreys County document link that goes nowhere can mean several things. The case may be restricted. The paper may need redaction, or the file may simply predate the local electronic system. Another office may hold it. Dates help explain that last one. Humphreys County Circuit MEC went live locally on January 29, 2024. The local Ninth Chancery MEC system shows a go-live of May 14, 2019. Neither date is an archive cutoff. Treat them as start dates for electronic filing. They are not proof that earlier Humphreys County court records have vanished.
When you call, give the Humphreys County clerk the court and the case number. Add the document title and its date. Then ask where the record actually sits. It might be in MEC, archived paper, a bound book, or microfilm. If access is limited, ask for the rule or order that controls it. A public redacted version may exist. So may another formal Humphreys County access path. Never work around account controls. Never use a name search to guess at a protected record.
Note: A Humphreys County MEC go-live date marks electronic operation. It is not a guaranteed beginning or ending date for the court's archive.
Certified Copies and Fees
A plain copy is just an ordinary reproduction of a Humphreys County file. A certified copy is different. The clerk issues it as an official copy. It may take a separate request and its own fee. The clerk sets the amounts, so ask the Humphreys County office directly for the plain-copy fee, certified-copy fee, search fee, turnaround time, and accepted payment method before sending anything. The PAMEC charges listed elsewhere here are remote-access charges only. They are not a fee schedule for clerk copies.
| Item | Amount | Availability Note |
|---|---|---|
| Clerk-office electronic viewing | Free | During regular business hours under MEC administrative procedures. |
| PAMEC annual registration | $10 | Online account charge for attorney or non-attorney registration. |
| PAMEC search or access | $0.20 per page | Terms include a one-page charge for a no-match search. |
| Humphreys plain or certified court copy | Ask the clerk | No current local fee amount or turnaround was located. |

For a city ordinance file, start with the issuing municipal court or city clerk. The four incorporated places in Humphreys County offer no official municipal docket portal.
Humphreys County Older Court Records
Older Humphreys County cases can take more than a quick online lookup. The county publishes no digitization cutoff, no archive index, and no fixed window for a manual search. So make the request do the work. Give the Humphreys County clerk the parties' names, an approximate year, the court, and any known case number. That lets the clerk tell whether the material is electronic, bound, microfilmed, or archived. Ask first whether a Humphreys County search fee applies. Do that before requesting a broad historical file search.
Which court handled the original matter still controls where its records live. A Humphreys County Justice Court appeal filed in Circuit is a good example. The Circuit file holds the appeal record. The earlier Humphreys County Justice Court file stays with its own clerk. So verify the court and the document you actually need. Never assume every related paper moved into one file.
Note: An approximate filing year and the parties' names can help a clerk. They can distinguish an archived file from a current electronic case.
Public Access and Sealed Records
Mississippi's Public Records Act gives the public a way to inspect and copy government records. Court records work differently. Access to a court docket is governed by court rules and applicable law as well as the Act. A county administrative-record request is not automatically a court-docket request. Identify the right custodian, whether Circuit, Chancery, or Justice Court. Ask for that court's viewing or copy procedure and a fee estimate. If access is denied, ask for the specific rule or authority behind the denial. Ask too for the clerk's review or court-order path.
Key Rules:
Miss. Code §25-61-5 describes public records as public property subject to written procedures, reasonable time, place, and method rules.
Miss. Code §25-61-7 permits reasonable actual costs for copying, searching, and producing public records.
MEC Administrative Procedures §§7A-7B limit remote public access to PAMEC subscribers while allowing free clerk-office electronic viewing during regular hours.
The Mississippi Public Records Act information page describes the state procedures and cost rules.
The court custodian and the restriction on the specific file still decide what may be viewed or copied.
Humphreys County Court Records and Federal Files
A federal case never lands in Mississippi MEC or in a Humphreys County clerk file. Federal docket access runs through PACER and the federal CM/ECF route. CourtListener and RECAP can open available federal public material. Neither changes which local clerk holds a Humphreys County court record. Keep the systems straight. Request a docket, a document, or a certified state-court copy from the court that actually has it. PACER's official entry point identifies the federal access system.
Federal cases follow a different track than anything filed with a Humphreys County clerk, so PACER is no stand-in for a Circuit, Chancery, or Justice Court records request. What it does is open the federal side. PACER's official pricing page spells out the charges for that access.
Federal pricing says nothing about what the Humphreys County clerk charges for copies, so get those figures from the clerk. CourtListener and RECAP are a permitted public federal-docket access resource.
Federal files sit apart from the court docket a Humphreys County clerk keeps.
